Carl S. Vaughan, Ed.D.
Carl S. Vaughan, EdD is the husband of Coleen W. Vaughan and father to Joshua and Israel Vaughan. He has over 30 years experience in public education where he served as an Art Teacher, Assistant Principal and Principal at the middle and high school levels. It has been his on-going involvement with the students, their families and communities through the education arena that have encouraged him to serve more as a community advocate. This love for family and community motivated Dr. Vaughan to establish Vasilios Community Development Corporation, which meets family needs through economic development, education, housing and human services. Dr. Vaughan provides leadership for all departments at Vasilios. He coordinates, facilitates and designs business concepts to meet the ever-changing needs and challenges faced by his constituents. Thus, his background in education has served as the catalyst in facing these challenges head-on.
Dr. Vaughan completed his Doctoral Degree in Administration Supervision at Virginia Tech University,and earned a Masters Degree in Administration Supervision and a Bachelor of Fine Arts Degree in Art Education at Virginia Commonwealth University. All of his higher education has prepared him for his role as the leader, administrator and owner of VCDC, LLC. Dr. Vaughan has licenses and certifications in the following: (1) Postgraduate Professional License, Secondary Principal, Supervisor, Art K-12, and (2) Division Superintendent License, Superintendent, Executive Positions.
Dr. Vaughan thoroughly enjoys working in the field of education. There is nothing more rewarding than to work in the field you love. Every step of this venture has taken Dr. Vaughan on the path to where this business will continue to grow, develop and operate, while at the same time assisting all participants in reaching their full potential. Cheryl G. Watkins, Ed.D.
Mrs. Watkins is a wife, mother of two and a retired educator, who has proven herself both as a teacher of special needs children and as a school administrator. Mrs. Watkins has dedicated herself to helping others reach their full potential and be contributing members of society. She is dedicated in working with families, caregivers, and the community in making life better for ALL.
Mrs. Watkins has demonstrated over 30 years of expertise in working in various aspects of curriculum development, supervision of instruction, and advocacy for special needs students and their parents. Mrs. Watkins worked specifically with children with learning difficulties, emotional/behavior disorders, intellectual disabilities, and other health impairments. “I am passionate about transforming the lives of children and adults. I believe I can help in making a significant difference in the lives of your sons, daughters, elderly parents, and you as well.”
Mrs. Watkins earned a BS Degree in Special Education from Virginia Union University, a Master of Education in Special Education from Virginia State University and a Doctor of Education Degree from Virginia Tech while majoring in Educational Leadership and Policy Studies.
Currently, she is a member of the Council for Exceptional Children (CEC), the Caroline County Literacy Council, and the National Education Association. Mrs. Watkins is a licensed professional special education teacher with endorsements in intellectual disabilities, learning disabilities, and educational leadership and administration K-12.

Barbara Stovall, M.Ed.
Ms. Barbara Stovall was born in Richmond, Virginia and received her early education in the Henrico County School System. Ms. Stovall has taught special education in the counties of Charles City, Henrico and Chesterfield for a total of 12 ½ years of service.
She has completed her Bachelor of Science in Education at Virginia Commonwealth University, Richmond, VA and her Master of Education at The University of Virginia, Charlottesville, VA. She is currently enrolled in the Master of Divinity program at the School of Theology at Virginia Union University where she is on track to graduate in May, 2014.
She serves in the Deaconess Ministry and on the church school teaching staff of St. James Baptist Church. She also volunteers for the YWCA as an advocate for victims of sexual assault and domestic violence and serves meals to the homeless with the members of Hope Ministries. She is currently serving as Program Director for Vasilios Community Development Corporation of Richmond, VA.
Ms. Stovall is the proud parent of Jeffrey W. Stovall of Charlotte, North Carolina and grandmommy of Preston and Katy from the union of her son and Karla Wilson Stovall. In her leisure time, she enjoys reading, movies, music, quilting, cross-stitching, eating out and travel. Her latest adventure was a three week trip to Ethiopia and Ghana.
